Bahrain International Exhibition Centre ("Licensor")

RULES & REGULATIONS - PART 1

1.0 GENERAL
1.1 Scope of the Rules and Regulations

These Rules and Regulations made by the Bahrain International Exhibition Centre ("the Licensor) shall be observed and complied with by all Licensees, standholders, exhibitors and other sub-licensees and their contractors, sub-contractors, agents and employees.

These Rules and Regulations are in addition to:-

  1. the terms of any applicable Licence Agreement including the Standard Terms and Conditions of Licence of BIEC currently in force, a copy of which has been supplied to the Licensee and which the Licensee hereby acknowledges having read or as amended from time to time hereafter and supplied to the Licensee by the Licensor;
  2. the Relevant Legislation and Regulations; and
  3. the terms and conditions of the material damage and public liability insurance policies effected by BIEC copies of which will be made available on request.
1.2 Definitions and Interpretation

In these Rules & Regulations the following words and expressions shall, unless the context otherwise requires, have the following meanings :-
"Licensor" the Bahrain International Exhibition Centre ("the Centre') as identified on Plan Set No.1
"Conference Area" any part of the Centre used for the purpose of a conference, convention or meeting
"Exhibition Area" any part of the Centre used for the purpose of an exhibition
"Bahrain Government" the Government of Bahrain from time to time and any relevant department thereof and any Government statutory body or authority in Bahrain
"Licence Agreement" any agreement entered into by the BIEC licensing the use and occupation of any part of the Centre
"Licence Period" in respect of any Licence Agreement the Licence Period specified in such Licence Agreement in respect of the whole or as appropriate any separate parts of the Licensed Area
"Licensed Area" in respect of any Licence Agreement the Licensed Area specified in such Agreement or as appropriate any separate parts thereof
"Licensee" any person or organisation licensed to use and occupy any part of the Centre pursuant to any Licence Agreement
'Open Period" in respect of any Licence Agreement the Open Period specified in such Licence Agreement in respect of the whole or as appropriate any separate parts of the Licensed Area
"The Relevant Legislation and Regulations" any Ordinance of the Bahrain Government, regulations, codes of license and/or permit relevant to the Scheduled Function or to the use or occupation of the Licensed Area or the Centre
"Schedule of Services" the Schedule of Services currently in force, a copy of which has been supplied to the Licensee and which the Licensee hereby acknowledges having read or as amended from time to time hereafter and supplied to the Licensee by theLicensor
"Scheduled Function" in respect of any Licence Agreement the Scheduled Function specified in such Agreement

2.0 LAYOUT PLANS

Layout plans of exhibitions and events shall be prepared by the Licensee and shall conform with the following requirements :-

  1. The Relevant Legislation and Regulations;
  2. All fire protection systems (fire alarms, extinguishers, fire hydrants, drenches, sprinkler system valves, smoke curtains, fire shutters, fire hoses, etc.) and all security systems (emergency exits, panic intercoms, panic buttons, closed-circuit television cameras, hot-line telephones, house telephones, etc.), together with their control switches, shall be kept clear and accessible at all times;
  3. Access to all columns within the exhibition halls shall be maintained with a 0.5 meter clear space around each of the columns in order to access fire hose reel and service switching equipment. All columns located in an aisle shall have a minimum of 2m clear passage on at least three sides;
  4. All aisles shall be of a minimum width of 2m and shall be unobstructed by services of any nature or exhibitor products or displays; public or consumer exhibitions in the Licenced Area must maintain a minimum aisle width of 3 meters;
  5. Structures within the Licenced Area are subject to a 3.5 meter height limit unless written approval for height extension has been obtained from the Licensor;
  6. Unobstructed access to all Service Units;
  7. Utility supply points located within any aisle shall not be used for providing services;
  8. All points of entrance and egress shall have a minimum of 3 meters clear space on all sides;
  9. Dead-end aisles shall not be longer than 18 meters and open-end aisles shall not be longer than 30 meters;
  10. The layout grids shown on the plans issued by the Licensor to the Licensee shall be shown on the layout plans;
  11. Layout plans shall be to a reasonable scale, but not less than 1 : 400, and they shall be fully dimensioned;
  12. For reasons associated with population control in Halls 1 and 2 only 60% of the gross floor area shall be used to accommodate exhibition stands, i.e. 40% of the gross floor area shall be retained for aisles or gangways or other service areas;
  13. Hall population as regulated by safety and fire prevention measures, will be advised to the Licensee by the Licensor and must be observed at all times.
  14. A list of exhibitors and authorised contractors together with contact names and full addresses shall be submitted not later than one month before the first day of the Licence Period.
2.1 Submission of Layout Plans

  1. Three copies of the layout plans shall be submitted to the Licensor (Maintenance and Operations Department) not later than three months before the first day of the Licence Period. The Licensor will advise the Licensee of any modifications that shall be required;
  2. No work shall commence in the Centre until the Licensor's written consent is issued;
  3. Not later than one month before the first day of the Licence Period, the Licensee shall submit for retention to the Licensor two copies each of all relevant permits, licences or certificates granted by the authorities concerned (such as, but not limited to, the Civil Defense Department, Buildings and Lands Department, Bahrain Police, Television and Entertainment Licensing Authority, Public Works Department, etc.);
  4. Not later than one month before the first day of the Licence Period, the Licensee shall issue to the Licensor three copies of the final layout plans for use by the Licensor's operational departments and contractors. These plans shall show stand identification numbers and names of exhibiting companies if applicable.
2.2 Public Area of the Centre

  1. Applications to build or place offices, desks, counters, signs or other structures in the Public Circulation Areas of the Centre as described in Paragraph 11.14 below shall be made to the Centre at least three months before the first day of the Licence Period;
  2. No work shall commence on such areas unless written consent has been obtained from the Licensor;
2.3 Construction & Decoration of Exhibition Stands & Temporary Structures

All exhibition stands and other temporary structures, including signs and other set-ups erected for exhibitions or other events to which the public has access, shall conform to the following requirements:-

Submission of Details

  1. The Licensee shall submit to the Licensor for approval all the relevant documents such as drawings, specifications, structural calculations etc. not later than three months before the first day of the Licence Period;
  2. The Licensor will advise the Licensee where necessary to submit the documents, drawings, etc. to the relevant authorities concerned and the Licensee shall submit for retention to the Licensor two copies each of all relevant permits, licences or certificates thus granted by such authorities;
  3. To assist compliance with the Relevant Legislation and Regulations, advice from the Licensor may be sought before the submissions are made to the relevant authorities concerned;
  4. Where for any reason it is not possible for a submission to be made and approval by the authorities granted by the required date, the Licensor shall be notified in writing by the Licensee so as to enable alternative arrangement to be mutually agreed;
  5. In the event of non-compliance with the above, the Licensor reserves the right to stop such works until full compliance is restored.
Giving of Notice

Notice shall be given and plans, sections, specifications and written particulars submitted in accordance with Paragraph 2.3 above where it is intended to

Erect any part of such construction or containing any area where:-

  1. Provision is made for a closely seated audience;
  2. Any part of such construction exceeds 4m in height above the floor of the area;
  3. The travel distance from any part within a stand to an open side or exit or to a gangway is greater than 18m; or
  4. Fixings to floor structure are required.
Erect a multi-storey exhibition stand or set-up:

It shall be noted that the above provisions are not intended to also cover the erection of a multi-storey exhibition or set-up. Separate application shall accordingly be submitted to the Licensor for approval not later than three months before the first day of the Licence Period.

Licensee's Exhibition Regulations

Exhibitors, stand/stage designers and contractors are advised to examine the relevant exhibition regulations, etc. issued by the Licensee to ensure that any stand or structure proposed does not contravene such exhibition regulations, etc. Paint Spraying

The Licensor will permit with prior arrangement as agreed with the Licensee the use of paint sprayers provided that:-

  1. Only water based paints are used;
  2. Adequate arrangements are made by the operator to ensure that no paint is spilt on the floors of the Exhibition Area or sprayed or splashed on the walls, columns or any part or parts of the Centre or the Centre's facilities or equipment;
  3. No nuisance is caused by the operation of the sprayer to other persons in the vicinity of the operation;
  4. Sprayers powered by internal combustion engines are fitted with a fire extinguisher of the approved type;
  5. Sprayers using liquid fuel are refueled in the open air, clear of any buildings; and
  6. The Licensor is advised of the intention to use a paint sprayer prior to operation.
Any paint deposited on the floors, walls, columns or any part or parts of the Centre or the Centre's facilities or equipment in the course of decorating exhibition stands or other set-ups, etc. or by spillage or any other means will be removed and made good by the Licensor at the expense of the Licensee.

Fire Safety

Exhibitors and contractors shall observe and comply with all applicable fire codes issued from time to time by the relevant authorities concerned. All drapes, curtains, coverings, skirts, carpet or any materials used in the construction and decoration of exhibition stands or set-ups shall be flame retardant and be subject to inspection by the authorised Centre personnel. The Licensee shall make available the relevant certificates of the fire test, flame test, fume test, etc. or the certificates of origin of the above materials.

3.0 BUILDING WORKS AND FITTINGS
3.1 General

All fixings or attachments to or penetration of the fabric, structure, walls or floors of the Centre, if approved by the Licensor, shall be carried out by the Licensor at the expense of the Licensee, sub-licensee or contractor requiring these services. This shall include the provision of fixing of holding down bolts, the anchorage of guy ropes, wire, cramps or tackle for any purpose to any part of the building fabric and structure of the Centre.

3.2 Suspended Fittings

The suspension of stand fittings or lighting fittings for exhibition stands from the ceiling structure of the Exhibition Area will not be permitted unless the Licensor's prior approval is obtained.

3.3 Fixings to the Floors

Fixings to the surface of the floors to secure margin boards and similar items of stand fittings are subject to the Licensor's approval. If approved, these fittings shall be carefully removed after use to prevent damage to the floor surface. Any fixings left in the floor after the end of the Licence Period will be removed by the Licensor and the Licensee will be charged with the cost of removal. Any damage to the floor caused by these fixings will be repaired by the Licensor at the expense of the Licensee.

3.4 Fixings to Utility Pit / Trench Covers

No fixings will be permitted to the Utility Pit / Trench Covers.

3.5 Adhesive Tapes

Contractors using adhesive tape to fix carpets or other materials to the floors and walls will be held responsible for removing the tape after use without damage to the floors. The Licensor will examine the floors after the removal of the tape and if the floor surface is found to be damaged or marked or tape residue remains, the Licensor will repair or clean up the floor at the expense of the Licensee.

3.6 Use of Mortar

Persons proposing to erect brick, stone or block walls etc., shall lay heavy-duty building paper or similar material on the floor under the walls etc., to protect the floor surface from mortar damage. The Licensor will repair any damage caused to the floor by the erection or dismantling of this work at the expense of the Licensee.

3.7 Exit Notices

If exit notices are obstructed by stands, decorations or exhibits, additional notices shall be provided as the Licensor will require. The provision and fixing of these additional notices will be carried out by the Licensor at the expense of the Licensee.

3.8 Alterations

The Licensee shall not be permitted to interfere with or make any alterations, attachments or additions to the Licensed Area or to place any loads on any beam, pillar or other part of the structure of the Centre.

4.0 ADMISSION TO THE CENTRE
4.1 DeIivery, Unpacking, Storage and Removal

  1. General
    No vehicle will be allowed into Halls 1 and 2 while any such Hall is open to the public unless prior approval from the Licensor is obtained. Exhibits and similar materials shall only be delivered and unpacked, or packed and collected, at times when the public is not admitted to the Halls. No empty crates, cartons, boxes, shavings or other packing materials shall be stored on, under or behind any stand, but shall be removed when the unpacking is completed. Storage for packing cases, if provided within the Halls, shall be subject to the approval and satisfaction of the Centre; packing cases thus stored shall be complete with lids nailed back into place and shall be stored at least 2m away from any stand;
  2. Notices
    "NO SMOKING" or other warning notices shall be provided and displayed by the Licensee in conspicuous positions as requested by the Licensor;
  3. Early Access
    The Licensor will not permit deliveries to the Centre of exhibits, stand fittings or any other materials required for the staging of an exhibition or event before 7.00 a.m. on the first day of the Licence Period except in accordance with specific arrangements made in writing between the Licensor and the Licensee. If such arrangements are made, the Licensee shall be responsible for any charges the Licensor will make for extending the period of the Licence and for provision of additional services; and
  4. End of Licence
    All exhibits, stand fittings and other materials brought into the Centre for an exhibition or event, including materials scrapped at the end of the exhibition or event, shall be removed from the Centre by the owners in sufficient time for the Licensor's cleaning contractor to clear the floor by the end of the Licence Period (unless special arrangements to the contrary are made between the Licensor and the Licensee). The Licensee shall be responsible for any charges the BIEC will make for extending the period of the Licence and for additional services required (if the Exhibition Area is not clear by the end of the Licence Period).
4.2 Move-in and Move-out

  1. Passes
    The Licensee shall issue passes, valid for the move-in and move-out periods, to all persons requiring admission to the licensed Area for any reason in connection with building-up or breaking-down of the exhibition stands or for an activity concerned with the moving-in or moving-out of an exhibition of event. These passes shall be visibly worn by the holders at all times within the Centre and shall be shown on request to the Licensor's security guards on duty. Samples of these passes must be issued to the Licensor in sufficient time before the start of the Licence Period to enable the Licensor to brief staff on the passes which will be used; and
  2. Children under 18
    The Licensee shall not issue passes for the move-in and move-out periods to children under the age of 18. The Licensor's security guards will be instructed not to allow children under the age of 18 into the Licensed Area during these periods.
4.3 Exhibition Open Periods

  1. The Licensee shall notify the Licensor one week before the first day of the Open Period of the procedure to be followed by the exhibitors, staff and visitors to gain entry into the Licensed Area during the Open Period and issue to the Centre specimens of all passes or tickets etc., intended to be used during this period; and
  2. Members of the public may only be admitted to the Licensed Area for the purpose of attending the Scheduled Function and upon production of an authentic admission ticket / badge issued by the Licensee.
5.0 DISTRIBUTED LOADINGS ON FLOORS

he floor loadings specified below shall not be exceeded in any circumstances. Pointed or dynamic loads will not be allowed in the Centre unless prior approval from the Centre is obtained.

6.0 TRAFFIC AND VEHICLES
6.1 Control

All vehicles shall comply with speed limits and directional signs and all instructions given by the Centre's authorised personnel. Delivery of goods of any description via the Main Entrances to each Exhibition Hall is strictly prohibited.

6.2 Loading/Unloading

Loading/unloading activities shall only be carried out in the Loading / Unloading Area at ground level and the designated Material Handling Areas adjacent to Halls 1 and 2.

6.3 Headroom

All maximum safe clearances shall be observed.

6.4 Vehicle Entry Doors/Shutters

These shall only be operated by the Licensor's authorised personnel under prior arrangement between the Licensor and the Licensee.

6.5 Restriction on Vehicle Use

Vehicles used within the Centre shall be confined to Halls 1 and 2 (when allowed) and the adjacent Loading/Unloading Area and Material Handling Areas. Movement of vehicles within the Centre will be directed by the Licensor's authorised personnel.

6.6 Vehicles in the Centre

No motor vehicles used for delivery of materials or exhibits will be permitted to remain in the Centre after business hours.

6.7 Petrol-Fuelled Motor Vehicle Exhibits

The exhibiting of petrol-fuelled motor vehicles or other petrol-engined equipment shall be subject to the following conditions:-

  1. Notification
    The Licensor shall be notified by the Licensee of all stands where these exhibits are to be shown;
  2. Fuel
    The fuel tanks of motor vehicles shall contain only sufficient fuel to move the vehicle out of the licenced area. The fuel tanks on all other petrol-engined equipment shall be empty and sealed; and
  3. Batteries
    Batteries shall be disconnected on all terminals before the public is admitted to the licenced area and not reconnected until after the final closure of the exhibition on each day.
7.0 HAZARDOUS ITEMS
7.1 Fumes, Exhaust and Smoke
  1. General
    Any exhibit or process which generates noxious or toxic fumes, exhausts or smoke shall be so arranged as to have an effective exhaust system properly connected to the fume exhaust system of the exhibition halls or to the outside atmosphere and be sited pursuant to approved locations. Full details of the exhibit or process and proposed exhaust system shall be submitted to the Licensor for prior approval one month before the first day of the Open Period;
  2. Quotation
    The Licensor can quote for supplying all materials, installing and later removing flues, exhaust ducting, extraction fans, etc.;
  3. Internal Combustion Engines
    The use of compressors, sprayers, auto trucks and similar plants powered by internal combustion engines is prohibited during periods when the public is in Halls 1 and 2;
  4. Refueling
    Vehicles and plant using liquid fuel shall be refueled in the open air outside the Centre.
7.2 Boilers, Stoves and Furnaces
  1. Where a stand comprises boilers, stoves, furnaces and similar equipment in operating condition, precautions shall be taken to prevent the transmission of heat to any combustible part of the stand and to the floor or ceiling or any surface of Halls 1 and 2. A suitable non-combustible insulating material of sufficient thickness shall be inserted between the equipment and the stand. If, in the opinion of the Licensor, the floor or ceiling or any surface is damaged by such equipment, the Licensor will repair the floor or ceiling or any surface at the expense of the Licensee; and
  2. Full details of the proposed equipment shall be submitted to the Licensor for approval at least one month prior to any demonstration under working conditions.
7.3 Machinery and Apparatus
  1. All machinery and other apparatus intended to be operated shall be fitted with guards or other means of protection subject to the approval and the satisfaction of the Licensor; and
  2. The machinery or apparatus shall only be demonstrated or operated by persons authorised by the exhibitor and shall not be left running in the absence of such persons. The Licensor shall be advised of such authorisation.
7.4 Radioactive Substances

Radioactive substances shall not be brought into the Centre unless all the Relevant Legislation and Regulations are observed and prior approval from the Licensor is obtained not later than one month before the first day of the Licence Period.

7.5 Laser Products

Any person demonstrating or using laser products shall:

  1. observe the Relevant Legislation and Regulations;
  2. submit not later than one month before the first day of the Licence Period to the Licensor for approval full details of the equipment to be used and relevant detailed layout plans; and
  3. provide suitable fire protection equipment and warning notices as required by the Licensor.
7.6 Dangerous Substances
  1. No substances which in the opinion of the Licensor are of a dangerous, explosive or objectionable nature shall be brought into the Centre without the Licensor's prior approval.
  2. Where it is proposed to use toxic materials or fluids, the disposal of which requires notification to Bahrain Government, the Licensor shall be advised in writing at least three months before the start of the Licence Period of the nature of the material or fluid and the quantities involved;
  3. Not more than one day's supply of any such material or fluid shall be stored on the stand or within the Exhibition Area at any time, the remainder being stored in closed containers properly sealed in a location agreed between the Licensor and the Licensee;
  4. Toxic wastes shall be placed in closed containers, marked accordingly and special arrangements shall be made with the Licensor regarding their disposal.
7.7 Films
  1. No inflammable film shall be used at any cinematographic event and, where film exceeding 16 mm in width is used. A projection room constructed in accordance with the Relevant Legislation and Regulations shall be provided by the Licensee; and
  2. Where self-contained cabinets are used for cinematographic or slide projection, the placing of the equipment shall be arranged in such a way that obstruction of aisles is not caused by persons viewing the display.
8.0 SERVICES
8.1 Cleaning
  1. Scheduled Cleaning and Waste Disposal
    Cleaning of all internal surfaces of the exhibition halls and exhibition stands including waste disposal shall be the responsibility of the Licensee. The Licensor will only be responsible for the cleaning of the Function and Meeting Rooms and all Public Areas. If requested by the Licensee, the Licensor will provide cleaning of the exhibition halls prior to the opening and during exhibition and charge the Licensee the published cleaning charges.
  2. Additional Cleaning
    The following activities are not included in the Schedule of Services and separate additional charges will be made by the Licensor for these items:
    1. the collection and removal of waste materials produced by working demonstrations of exhibits;
    2. the removal of oil spillage, paints and other liquids from the floors and walls of the BIEC;
    3. the removal and disposal of crates and stand fittings or materials and other items abandoned within the Licensed Area or at the Centre by exhibitors or contractors;
    4. the cleaning of internal surfaces of exhibition stands including exhibits.
    5. The cleaning of furniture, equipment and exhibits brought in by the Licencee, exhibitors and contractors.
    In the case of items (a), (b), and (c) above, the Licensor will recover from the exhibitor or contractor concerned the cost of disposing of such items, but if recovery is not possible within such reasonable time as the Licensor may determine, the Licensee shall be liable to meet the costs incurred by the Licensor in arranging for their disposal. In the case of item (d) above, the Licensor will, if requested by the Licensee, quote in advance for the provision of these services as a separate additional charge; The Licensee shall be responsible for the cost of all cleaning and waste disposal for which the Centre does not accept responsibility either under the Licence Agreement (including the Schedule of Services) or pursuant to any special arrangement between the Centre and the Licensee.
  3. Cleaning before First Day
    Where the Licensee requires the Licensor to provide cleaning of the Exhibition Halls before the start of the Open Period, all work in the nature of construction or erection of stands at an exhibition shall be completed by 9.00 p.m. on the day before the Opening. All vehicles, mechanical plants, ladders, trestles, scaffolds, trolleys, contractors' huts, spare materials and other items used in connection with the construction and erection of stands at an exhibition shall be removed from the Exhibition Area. At the same time all exhibits and exhibitors' materials required for that exhibition shall be removed from the aisles in the Exhibition Area and placed on stand areas to allow the Licensor's cleaning staff to sweep the aisles and clear refuse from the Exhibition Area throughout the night;
  4. Cleaning during Exhibition
    Where the Licensee requires the Licensor to provide cleaning of the Licenced Area after the event is closed each day, stand holders shall place any refuse from their stand into plastic sacks provided by the Licensor. The plastic sacks shall then be placed in the aisles within two hours of closure of the exhibition for removal by the night cleaning staff. Under no circumstances shall refuse be placed in the aisles other than in plastic sacks, or at other times than as stipulated above. Only dry refuse will be collected by the Licensor;
  5. Disposal of Waste
    Washbasins and water closets in the toilets in the Centre shall not be used for disposing of any form of waste, food or rubbish. The cost of clearing blockages in the drainage system and of any other work undertaken by the Licensor arising from non-compliance with this Regulation will be charged to the Licensee.
8.2 Supply of Electricity, Gas, Compressed Air, Plumbing/Drainage, Telephones and Data Communications

The Licensor shall have the exclusive right to supply

  1. all electricity, whether from the mains, batteries or generators;
  2. all gas and compressed air, whether from the mains or in bottles;
  3. all plumbing/drainage, telephones and data communications facilities;
  4. all connections and disconnections to and from the stands for the supply of electricity, gas, water, compressed air, telephones and data communications facilities and for the removal of waste; and
  5. all other services the subject of the Schedule of Services.
All of the above works will be carried out by the Licensor's authorised contractors. The Licensor shall be under no liability to the Licensee, its sub-licensees, contractors, sub-contractors or any other person for any failure of, or for any damage or loss by reason of any such failure, supply of the above utilities or services. The hours of supply of the above utilities or services shall be agreed between the Licensor and the Licensee before the first day of the Licence Period. For water-cooled machineries to be brought into Halls 1 and 2, a separated auxiliary cooling system shall be provided subject to approval and satisfaction. Prior arrangement between the Licensor and the Licensee shall be made one month before the first day of the Open Period.
8.3 Food, Drink and Tobacco

The Licensor shall have the exclusive right to sell or otherwise distribute or give away in the Licensed Area and every other part of the Centre whether by automatic machine or otherwise any tobacco, smokers requisites, drinks and beverages, food, ice cream, sweets and confectionery or any other consumable refreshments of any nature whatsoever (other than free samples of exhibits). Accordingly:

  1. No person shall distribute or give away any item of food, drink or tobacco unless first expressly appointed for the purpose in writing by the Licensor as its lessee, franchisee or concessionaire on such conditions as the Licensor may see fit except in the case of the distribution of gifts, and then only to the extent that the amounts distributed or given away shall not be likely, in the Licensor's opinion, to have significant effect on the sale of food, drink or tobacco. Where in the opinion of the Licensor such distribution of gifts is liable to have a significant effect on the sale of food, drink or tobacco, the Licensor, at its own discretion may nevertheless permit the distribution of gifts on terms that the Licensor will be entitled to charge the Licensee such sums as shall be determined by the Licensor as constituting the loss of profit occasioned to it in consequence of the distribution of the gifts;
  2. No person other than the Licensor shall sell food, drink or tobacco to anyone in any part or parts of the Licensed Area or elsewhere at the Centre unless first expressly appointed for the purpose in writing by the Licensor as its lessee, franchisee or concessionaire on such conditions as the Licensor may see fit. Notice of intent to trade shall be lodged at least two months before the start of the Licence Period. The Licensor may at its own discretion charge the exhibitor or Licensee a franchise fee or commission;
No person shall on any part or parts of the Licensed Area or elsewhere at the Centre use, install or permit or suffer to be used or installed catering equipment of any kind (including but not limited to any crockery, cutlery, glassware, kettle, coffee-maker, hot plate, refrigerator, grill or oven) which has not been supplied by the Licensor or by a supplier appointed by the Licensor.
8.4 Others - Nominated/Authorised Contractors
  1. The Licensor has the exclusive right to provide security services in the Centre.
  2. The Licensor is authorised to make arrangements for the provision of exhibition booths/stands and stand fittings, freight forwarding services, electrical services, security services, carpeting rental services, audio-visual and lighting equipment rental services, translation and simultaneous interpretation services, printing services, graphics, advertising services and registration services in support of any scheduled function within the Centre.
9.0 THE LICENSOR'S RIGHTS OF ACCESS ETC

The Licensor and all persons authorised by it shall have the following rights from time to time and at any time:

  1. the right to erect scaffolding around the Licensed Area or any other part of the Centre notwithstanding that the free access of light and air to the licensed Area may be impaired and notwithstanding that the use and enjoyment of the licensed Area may be impaired by reason of noise, smell, smoke, vibration or other cause;
  2. the right to enter upon the Licensed Area to inspect, alter, repair, maintain, renew, clean, improve or add to the Licensed Area or any part thereof or any present or future sewers, drains, watercourses, cisterns, water pipes, gas pipes, gas meters, electric wires, electric meters, telephones, ventilating pipes, flues, shafts, heating and ventilating apparatus, television or wireless equipment or chimneys, ladders or other convenience in, upon, over or under the Licensed Area;
  3. the exclusive right to all designated advertising space in the Centre with all necessary rights of access to the Licensed Area for the purpose of erecting, maintaining or renewing any posters, notices or illuminated signs;
  4. the right to exercise such other rights and powers over or in relation to the Licensed Area or the user thereof as are or may be necessary to protect the Licensed Area and ensure so far as possible the safety of those using the licensed Area;
  5. the right for all persons who are the Licensor's agents, employees, contractors, or sub- contractors who produce to the Licensee a pass or badge in a form previously submitted to the Licensee to enter the Licensed Area without payment at any time during the Licence Period; and
  6. without prejudice to any other provision, the right at any time after the end of the Licence Period at the cost of the Licensee to remove from the Licence Area and to store all structures, goods, waste and other materials and to regard any such structures, goods, waste or other materials left on the Centre after the termination of the Licence Period as refuse (regardless of the nature, state or condition of such structures, goods waste and other materials) and to dispose of the same at the expense of the Licensee.
10.0 USE OF THE LICENCED AREA
  1. The Centre shall not be used for any illegal or immoral purpose and the Licensor reserves the right to remove all materials, which in its sole opinion may be considered offensive or obscene. The Licensor shall not be used for the purposes of betting or gambling;
  2. The Licensed Area shall be used solely for the purpose of the Scheduled Function and the Licensee shall not permit any exhibit or any category of exhibit which does not properly fall within the description of the Scheduled Function;
  3. There shall not be carried on any activity in any part or parts of the Licensed Area or any stand therein which in the reasonable opinion of the Licensor constitutes or may cause a breach of any of the Relevant Legislation and Regulations or of these Rules and Regulations or a breach of the peace;
  4. Upon request in writing from the Licensor there shall be removed from the Licensed Area or any stand therein any person or persons acting in a way which, or of any advertising or other installation or material of any nature whatsoever which, in the reasonable opinion of the Licensor is or may be undesirable, inappropriate, harmful (including harmful to the commercial interests of the Licensor), offensive, obscene or illegal or which constitutes or may cause a breach of any of the provisions of the Relevant Legislation and Regulations or of these Rules and Regulations or a breach of the peace and the Licensor shall have the right to deny access to or remove from the Licensed Area such person, installation or material as aforesaid; and
  5. No person shall do or use in or bring into the Centre or any part thereof, or permit or suffer to be done or used on or brought into the Centre or any part thereof:
    1. any act or thing which would cause where applicable a forfeiture of or endorsement on or constitute or cause a breach of any of the Relevant Legislation and Regulations or of these Rules and Regulations; or
    2. any act or thing which may in the reasonable opinion of the Licensor be or become a nuisance to the Licensor or to any occupiers of the Centre of any part thereof or to the owners, tenants or occupiers of any adjoining or neighbouring land or premises;
    3. any act or thing which may render any extra or increased premium to become payable for any material damage, consequential loss or public liability insurance of the Licensor or relating to any adjoining or neighbouring premises or which may make void or voidable any policy for such insurance and the Licensee shall forthwith notify the Licensor of any act or thing which may cause any claim to arise under or which may make void or voidable any policy or policies of insurance as aforesaid or which may cause the premium or premiums thereunder to be increased and to pay any extra premium or premiums so charged.
11.0 MISCELLANEOUS
11.1 Dilapidations and Damage
  1. At the start of the Licence Period, the Licensor will prepare a list in duplicate of defects within the Licensed Area. The Licensee shall agree this list of defects with BIEC and sign two copies, one each for retention by the two parties;
  2. At the end of the Licence Period, the Licensor will prepare a list of defects occurring within the Licensed area during the Licence Period. The repair of these defects will be carried out by the Licensor at the expense of the Licensee, and the Licensee will also pay on demand the cost of making good all damage to the Licensed Area or to any other part of the Centre suffered during the Licence Period.
11.2 Copyright Fees

Any and all copyright fees applicable to an event shall be the full responsibility of the Licensee.

11.3 Filming and Broadcasting

The Licensee shall not, without prior approval of the Licensor in the sole absolute discretion of the Licensor, engage in or permit filming, sound or video recording, telecasting and broadcasting within the Centre. If approved, in certain cases such activities will be subject to an additional charge.

11.4 Radio Transmission
  1. Persons proposing to use radio transmitting equipment for any reason shall submit details of the equipment giving the frequency and power of the signal and a copy of the transmitting licence or equivalent obtained from Bahrain Government; and
  2. Radio transmitting equipment shall not be used until written consent is obtained from the Licensor and in any case shall not interfere with any frequencies that may have been allocated to the Centre.
11.5 Noise Control

The use or testing of any noise-generating equipment in any part or parts of the Licensed Area or elsewhere at the Centre shall at all times not cause the maximum permitted noise level at 50dB(A) to be exceeded. Any exception to this shall be subject to prior approval from the Licensor.

11.6 Use of the Centre's Corporate Identity

All rights in the Centre's corporate identity, including the Centre's Logo, are vested in the Licensor. The Licensor maintains a consistent and unified presentation of all visual communications or representations necessitating or involving the use and application of that corporate identity system. The Licensee shall not use, and shall not permit any third party to use the Centre's corporate identity system or any part thereof without the prior written consent of the Licensor. In all cases in which such consent is given the Centre's official graphics standards must be followed and adopted. Please contact the Centre for further details and assistance.

11.7 Lost Property

All property found at the Centre shall be handed to the Licensor who shall have the right to dispose of any unclaimed items after a period of 90 days.

11.8 Exhibitors' Property and Security

All goods and other property brought into the Centre and the Licensed Area including exhibitors' stands and exhibits are brought at the owner's risks, and the Licensor does not accept any such goods or other property into its charge or control and shall not be in any way responsible for any theft, loss or damage thereof or thereto. Accordingly, exhibitors shall make their own insurance arrangements. All exhibitors of jewellery, watches, fur and other high-valued goods shall have a block insurance policy covering their goods wherever situated. Any person required to stay on a stand throughout the night shall be deemed to be a servant of the exhibitor and prior approval from the Licensor shall be obtained.

11.9 Decorations and Signs
  1. Licensees shall also be responsible for any costs incurred by the Licensor for cleaning or repairing damage caused by decorations, signs, banners, streamers and stickers being affixed to any surface of the Centre; and
  2. Licensee requires approval from the Centre for use of gas-filled balloons within any area of the Centre.
11.10 Escalators and Passenger Elevators

Escalators and passenger elevators (if any) shall be dedicated for the use of passengers and shall not be blocked or be used to transport freight or equipment or materials of any nature.

11.11 Animals

Animals and pets shall not be permitted into any part of the Centre except in conjunction with some form of exhibit, display or performance legitimately requiring the use of animals subject to the approval of the BIEC.

11.12 Loose Furnishings, Fixtures and Equipment

The Licensee shall not in any circumstances remove or re-position any item of furnishings, fixtures, equipment, planters or displays in the public areas, concourses, restaurants or other common areas of the Centre.

11.13 Loading/Unloading Area - Material Handling /Freight Handling Areas

All loading/unloading activities for any purpose whatsoever shall be confined to the Loading/Unloading Areas, the Material Handling Areas and Halls 1 and 2 during move-in and move-out periods. The Loading/Unloading Areas and the Material Handling Areas will not be licensed and as such shall remain under the control of the Licensor at all times. The use of these areas by the Licensee during the Licence Period shall be subject to the following:

  1. Parking
    Authorised vehicles of the Licensee carrying the correct official pass shall be allowed access to the relevant areas for a limited period as agreed between the Licensor and the Licensee. Vehicles shall park as directed by the Licensor and unauthorised parking shall result in the vehicle being immediately removed at the owner's expense;
  2. Equipment
    All mechanical equipment, such as the scissor platforms and the freight and container lifts shall only be operated by the Licensor's authorised personnel. Allocation of such facilities when two or more events have concurrent dates will be the sole responsibility of the Licensor;
  3. Mechanical Handling
    Electric and diesel forklift trucks shall be used in the Centre and shall be confined to areas allocated for loading/unloading activities; electric forklift trucks only shall be permitted in the exhibition halls;
  4. Utilisation
    The Loading/Unloading Areas and the Material Handling Areas will be allocated by the Licensor to the Licensee and where two or more events require loading dock facilities, the Licensor will allocate docks to each event accordingly. Allocation of these areas, including the use of dock offices and storage areas, shall be agreed between the Licensor and the Licensee;
  5. Crate Storage
    Crate storage in any part of the Centre requires the Licensor's prior approval;
  6. Freight Deliveries
    Advance or late freight shipments shall not be accepted by the Licensor. Only authorised freight forwarders will be admitted into the Centre; and
  7. Hazardous Work Areas
    The Loading/Unloading Areas and the Material Handling Areas will be designated as hazardous work areas. As such, the following shall be observed:-
    1. no drinking of intoxicating beverages;
    2. no use or possession of illegal or controlled substances;
    3. no speeding or reckless use of vehicles or equipment;;
    4. no storage of gasoline, kerosene, diesel fuel or other flammable liquids, permanently or temporarily;
    5. no refueling activity of any kind; and
    6. no obstruction of exit doors, driveways and lifts with freight, equipment, display materials, etc.
11.14 Public Circulation Areas

The Main Entrances to the Exhibition Halls 1 and 2, the Reception and Registration Areas, the Foyers, the Meeting Room Corridors and all permanent food and beverage facilities are termed Public Circulation Areas. The following rules apply within the Public Circulation Areas:

  1. All activities utilising Public Circulation Areas, such as registration, reception, special exhibits or displays, information counters, ticket booths, etc. shall have prior approval from the Licensor;
  2. All vehicles and forklift trucks, carts, trolleys, etc. shall be strictly prohibited in the Public Circulation Areas as well as on all carpeted floors;
  3. Clear access shall be maintained at all times for circulation as directed by the Licensor.
